The UK Fire Service College failed to comply with fire safety regulations when part of its building burnt down.
No current risk assessment was in place when the fire broke out in May last year, destroying 11 fire engines and causing £1million worth of damage.
It has been a legal requirement to do a “suitable and sufficient” fire risk assessment on nearly every type of building since 2006.
The college said it identified a number of short-comings which have all been put right.
